Now that his underground drug business runs like a well-oiled machine, Oz further entices Victor with his big dreams. "Our names are gonna live forever," Oz says to Victor. These dreams are at risk of being obliterated, thanks to Sal and Sofia. They share a common goal of destroying the backstabbing Penguin, and to find his weakness, they break into his apartment. Sal notices a family picture and becomes excited. "Who are they?" he asks with a hint of optimism. Sofia throws his happiness out of the window, "His brothers. They died young. His mother is dead, too. I never heard much about his father." "So he's got nothing," Sal remarks, disappointed. This break-in doesn't turn out to be entirely unsuccessful, as Sofia manages to find Eve's photograph. And when Sofia confronts Eve inside the latter's apartment, a sad truth comes out in the open. Eve learns that Oz lied to her about the Hangman. Sofia was not responsible for the murder of Eve's friends. No wonder then that a heartbroken Eve reveals Oz's location to Sofia.
Oz, on the other hand, is unaware of the danger that will soon come knocking on his doors with a crowbar. He is too busy running his drug business. Sal and Sofia's men hang three people and display their corpses like a warning to all the dealers that working with Oz means death. How does Oz handle this situation? He starts giving Bliss to the public as a free sample. He wants to create demand. Here is a man who has a solution for every problem. When Oz becomes frustrated with the wealthy, who enjoy constant electricity and warmth during the cold winter, he confronts Councilman Hady by putting a knife to his nose (he's tired of fixing a broken generator). This act is mostly driven by Oz's desire to provide comfort to his mother - he is a good son. This is why he gets all emotional when Francis tells him to kill her if, before her body, her mind stops functioning well. Many people know Oz as a selfish creature who betrays others, but they have never witnessed his emotional side, especially his interactions with his mother.
Oz is able to solve his problems, but he cannot always hold other people's hands. So when Victor is harassed by an old acquaintance, Squid, and he sees that Oz is dealing with his own troubles, he decides to handle this issue using his own methods. Victor first attempts to pay off Squid, but when things don't go well, he puts a bullet through his neck. He goes to Oz, who calms him down by hugging him and assuring him that "it gets easier." Oz then meets the gang leaders and convinces them to work with him through his persuasive words. This "penguin" can make anyone dance.
